Working as Independent Contractor but Being Asked for I-9

I have a weird situation. I'm working as an independent contractor as a referee for youth sports. Pretty much every association I've reffed for has asked me solely for a W-9. One association, however, has requested me to fill out an I-9 online. This is weird in two respects. For one, my understanding is that independent contractors don't need to fill out I-9s. Additionally, per my understanding the documents in an I-9 have to be examined in person, so I'm not sure how this is supposed to work online. I tried to inquire but was basically told don't fill it out if you don't want.



Is this normal behavior, and how should I handle this situation?
