How to report proselytizing by a supervisor?

My supervisor sent out a memo to the whole staff containing material that has made many people uncomfortable. The supervisor recommended we all read a New Age book by someone claiming to be a spiritual leader, and posted a summary of the author's precepts in the memo.



This is a government workplace. Some co-workers are furious, and asked me to research if there was some agency were they could file a complaint?
