How to report proselytizing by a supervisor?
My supervisor sent out a memo to the whole staff containing material that has made many people uncomfortable. The supervisor recommended we all read a New Age book by someone claiming to be a spiritual leader, and posted a summary of the author's precepts in the memo.
This is a government workplace. Some co-workers are furious, and asked me to research if there was some agency were they could file a complaint?

Does the supervisor have some sort of relationship with the author? Is this book religious in its nature, or just spiritual?

The supervisor does not have a relationship with the author. The workplace has people from diverse religious beliefs, such as Mormon, Mennonite, Jehovah's Witness, Catholic, but the supervisor has a poor relationship with the employees. People feel uncomfortable that the supervisor is strongly suggesting us to read books written by a "shaman".

The late night troll in me would write back a mail suggesting to read a book titled "Learn how to not send negative emotion waves by minding your own god damn business". Let me know if no such book exists. Maybe I shall write one just to fill the void. (Also please wait for a pragmatic more diplomatic answer unless you want to quit anyway...).

It may useful to add a US state, as that may be relevant to this question.
