Many good questions generate some degree of opinion based on expert experience, but answers to this question will tend to be almost entirely based on opinions, rather than facts, references, or specific expertise. If this question can be reworded to fit the rules in the help center, please edit the question.

Given how you have worded the question I think you already know who will bring most results to the company. However, questions asking for decissions on what to do is out of scope here

You are asking us to make a moral decision for you. Weighting personal interests, ethical interests and business interests against each other is part of being a business owner. We can not absolve you from this responsibility.

Give the job to the deserving and help out the needy person in another manner (charity / free training / a short internship / networking opportunities / whatever is appropriate). Offer these things to your friend as well (except for the charity), but tell him that you don't want to mix personal and professional relationships (and you really shouldn't, it often leads to the loss of both).

Choosing a person that cannot accomplish the delegated tasks is like charity and hurting your business. It also end the relationship with the person when the business situation get bad.
